I think you need to build up conceptural framework on NGO Effectiveness. From that you could determine variables you are looking for to evaluate the project of the organisation you are going to investigate. When you try to link NGO effectiveness to rural development in Cambodia you need to understand other interventing factors as we had discussed today. I think if you examine all NGOs running their projects in your research site, then i think it would be more concrete. Anyway, you could modify it once you get into the field!
